Riding brakeless, much like wearing helmets, smoking, eating at McDonalds, drinking coke, taking coke, and the like should remain personal choice. The Australian Government doesn't see it that way. They make laws, and they fine you for disobedience (unless you are an AFL footballer).
Read through and you will find that the bikes that need not comply are in fact TRACK BIKES, ONE-OF-A-KIND bikes tailored to an individual consumer, TANDEMS, OLD BIKES and USED bikes, and items that are not actual bicycles in my opinion - recumbents. Huh?. So it's compulsory to have a brake, unless its not a 2011 model.
